A Salem driver was taken to Marion County jail on DUI and other charges Saturday evening after a head-on collision at Sunnyview Road NE sent two people to the hospital, Salem police said.

Salem police Lt. Jim Anglemeier said Jose Antonio Franco-Lagunas, 49, was driving east on Sunnyview when he drifted into oncoming traffic and struck another vehicle driven by Vincente Avilez-Munoz, 60.

Avilez-Munoz suffered a broken leg and his passenger, Estela Castro-Barron, 50, suffered a head injury in the crash, Anglemeier said. Both were transported to Salem Hospital.

Franco-Lagunas was uninjured. He was charged with DUI, two counts each of reckless endangerment and second-degree assault and one count of reckless driving. He was taken to Marion County jail.

All were Salem residents.

Three Minors Injured in Drunk Driving Crash on OR99E

An argument between a passenger and a driver resulted in a vehicle colliding with a house on Saturday, April 6, 2013.

Police report that Jennifer B. Lemen, 32, was traveling on Oregon 99E in her Ford Explorer with passenger Hugh A. Averette, 33, and her three children, ages 5 to 9 (names not released). At some point during the trip, Lemen and Averette began to argue and Averette grabbed the steering wheel. Lemen then lost control of the vehicle; it flipped over and left the roadway. It then collided with a house on the side of the road. While the home did suffer foundation and structural damage, no one inside was injured.

Both Lemen and Averette are facing charges for the crash. Averette was arrested and booked into the Marion County jail under charges relating to driving under the influence of intoxicants, reckless driving, four counts of recklessly endangering another person, four counts of third degree assault and one count of fourth degree assault for domestic violence. Lemen was cited for DUI.

Lemen and her four children were wearing seatbelts. They were all taken to the hospital for treatment, though none of their conditions were reported. Averette was not wearing a seatbelt and was treated at the hospital for injuries prior to his arrest.

We would like to extend our best wishes for a full recovery for all parties involved in this accident. For such a severe collision, it is very fortunate that no one was severely injured or killed.


Semi driver drove 10 miles wrong way on I-84, I-205

PORTLAND -- A semi-truck driver who allegedly went the wrong way for several miles on Interstate 84 and Interstate 205 early Monday morning before crashing head-on into a car has been arrested, police said.

Investigators believe the semi-truck traveled at speeds up to 85 miles an hour against traffic for nearly 10 miles until it eventually crashed on the Glenn Jackson Bridge.

No one was seriously injured in the crash. The driver of the car, Katherine Emerson, 24, of Vancouver, was rushed to Southwest Washington Medical Center where she was treated and released.

The driver of the semi-truck, Kenneth Burgess, 49, of Medical Lake, Wash., was treated at the scene and then later arrested, police said. Burgess was charged with DUII, criminal mischief and reckless driving. His bail was set at $10,000.

Police said dispatchers first started getting calls about the semi-truck just after 4 a.m.  People reported seeing the vehicle going the wrong way on I-84 east of Wood Village. Some drivers said they had to swerve to avoid the big rig.

"The sheriff's office began pursuing the truck, which continued on to the I-205 bridge northbound in the southbound lanes," said Sgt. Pete Simpson with the Portland Police Bureau.

The officers said they had their lights flashing and sirens blaring, but even that did not stop Burgess.

After the truck reached the Glenn Jackson Bridge, it crashed into the oncoming car and came to a stop on the north side of the bridge, Simpson said.  Emerson's car was totaled and a patrol car was seriously damaged by flying debris.  Police said the semi-truck driver appeared to be drunk.

Burgess was employed by TWT Refrigerated Service. His company had no comment Monday.

The crash also created a massive backup on the Clark County commute into Portland. Some drivers reported getting stuck on the bridge for as much as two hours during morning rush hour.

The truck was eventually towed away and all lanes were re-opened by 10:15 a.m.

A second wreck backed up traffic on the main detour route earlier in the morning. The left lane westbound was blocked by a crash about 6 a.m. on State Route 14 near the Columbia House Boulevard exit.





Alcohol believed factor in fatal crash

Oregon State Police troopers are continuing the investigation into Sunday evening’s single vehicle fatal traffic crash that resulted in the death of 80-year-old William Oravall Dickens Jr. from Kettle, Wash., at the end of Highway 213 west of Interstate 205 near Oregon City. Alcohol is being investigated as a possible contributing factor.

On Feb. 3 at approximately 8:20 p.m., a 2004 Chevrolet van driven by Dickens was traveling northbound on Highway 213. As the vehicle traveled over Interstate 205 and came to the west end where it intersects with Agnes Avenue and Washington Street, it left the highway and struck a large sewer ventilation pipe before going down an embankment.

An OSP trooper arrived on scene about a minute after the crash occurred. Medics also arrived shortly afterward and pronounced the driver deceased.

Prior to the crash, a driving complaint was received about the vehicle being a possible DUII driver northbound on Highway 213. The trooper was checking the area for the vehicle when he came upon the crash scene.

OSP troopers from the Portland Area Command office are conducting the investigation. Senior Trooper Guy Nelson is the lead investigator.

OSP was assisted at the scene by Clackamas Fire District No. 1 and Clackamas County Medical Examiner’s Office.
